Solar Project Targets Samoa’s Remaining Gaps in Household Electricity Access

A solar and battery project announced through Australia’s REnew Pacific program aims to bring reliable electricity to remote Samoan households, highlighting gaps that remain despite the country’s high overall access to power.

According to the program’s announcement, the project will install systems for 108 households and five community fales across Upolu and Savai‘i. It will also upgrade Apolima Island’s existing mini-grid to provide 24-hour renewable electricity to 11 households. Those are different interventions: new household systems on the two main islands and improvements to an established island network.

Samoa’s Electric Power Corporation will lead the work in partnership with the Ministry of Finance and the Ministry of Women, Community and Social Development, with Australian Government support. REnew Pacific describes it as its first project in Samoa and the Australian Infrastructure Financing Facility for the Pacific’s first investment in the country.

The announcement says some rural and island communities remain outside the national grid and rely on wood fires and kerosene lamps for lighting and cooking. The program expects solar electricity to improve safety, support study and small businesses, and strengthen resilience to climate impacts. These are anticipated benefits; the announcement does not report completed installations or measured household outcomes.

The project also contributes to Samoa’s stated goal of reaching 70 percent renewable energy by 2031. However, the announcement does not specify household charges, installation dates or the amount allocated to this particular project. Those omissions limit what can be concluded about affordability and when families will receive power.

The evidence does not establish when electricity first reached ordinary Samoan homes. It does reveal a continuing access challenge: high national coverage can coexist with households still waiting for reliable service. This project’s practical significance rests on reaching those families and improving the continuity of electricity on Apolima.
