Albania and Israel have signed a comprehensive cooperation agreement covering trade, agriculture, energy, technology, and cybersecurity, marking a significant expansion of bilateral relations. The deal, announced by Albania’s Foreign Ministry on Monday, underscores the two nations’ growing strategic partnership, particularly in sectors critical to modern governance and national security.

Cybersecurity emerged as a central pillar of the agreement, with Albanian Foreign Minister Ferit Hoxha explicitly acknowledging Israel’s role in helping Albania recover from devastating cyberattacks in 2022. “We are deeply grateful to Israel for the invaluable support provided to Albania in strengthening its cyber defence capabilities following the brutal cyberattacks of 2022 against our critical digital infrastructure,” Hoxha stated. Albanian authorities have previously attributed these attacks to Iranian state actors, suggesting a possible link to Tirana’s decision to host members of the Iranian opposition group Mojahedin-e Khalq (MEK).

The new agreement builds on existing defence cooperation between the two countries, including a 2025 partnership with Israeli defence firm Elbit Systems to produce drones—a collaboration announced by Albania’s Defence Ministry in January. While the earlier deal focused on military technology, the latest pact broadens the scope to include economic and technological sectors, positioning cybersecurity alongside agriculture and energy as key areas for future collaboration.

For Albania, the agreement represents both a practical response to evolving security threats and an opportunity to leverage Israel’s expertise in emerging technologies. With cyber threats becoming increasingly sophisticated, the partnership could provide Tirana with critical tools to safeguard its digital infrastructure, while also fostering economic growth through joint ventures in energy and trade.

The timing of the deal is notable, coming as Albania continues to navigate complex regional dynamics, including its stance on Iran and its alignment with Western security priorities. By formalising ties with Israel—a nation with advanced capabilities in cybersecurity and defence—Albania signals its commitment to modernising its national security framework while diversifying its international partnerships.
