Ukrainian President Volodymyr Zelensky said Monday that Ukrainian, Russian and American representatives would hold talks in November aimed at restarting stalled peace negotiations, according to TF1 Info.

In a television interview reported October 26, Zelensky said Ukraine was prepared to discuss outstanding issues through trilateral technical groups. He said those discussions needed to produce a concrete result.

He drew a distinction between subjects that technical representatives could address and territorial questions, which he said must be handled by national leaders. His remarks described a negotiating process with separate responsibilities for technical teams and heads of state.

Zelensky also said Ukraine’s demands for security guarantees from its Western allies, the size of its armed forces and its choice of alliances were not negotiable, TF1 Info reported.

Alongside the proposed talks, he renewed his call for an energy ceasefire and appealed for arrangements concerning the sea and grain. The account did not describe an agreement on those requests.

Zelensky said a meeting with Russian President Vladimir Putin was necessary to fully end the war. But he expressed doubt that such a meeting would take place, describing Putin’s approach as another political maneuver. TF1 Info reported that the Kremlin had repeatedly rejected a leaders’ summit.

The proposed November discussions follow months of stalled negotiations. Direct talks between Russian and Ukrainian representatives in 2025 failed to produce a settlement, according to the report, with both sides maintaining their conditions.

Zelensky’s announcement sets out his expectations for another round of diplomacy. The central distinction in his account remains unresolved: technical groups could discuss some matters in November, while territorial decisions would require engagement at the level of national leaders.
