The Lowy Institute’s Pacific Aid Map records substantial growth alongside continuing development challenges, leaving a gap between the national picture and what can be concluded about everyday living standards.

The country profile reports economic growth of 15% in 2023 and 5% in 2024. It puts Samoa’s gross domestic product at $1.2 billion and GDP per person at $5,411. Those figures describe economic output; the profile does not provide household income, prices or inequality measurements that would establish how prosperity is distributed.

Public finances show another significant change. According to the profile, public debt fell from 45% of GDP in 2021 to 21% in 2025. Yet it also reports that the International Monetary Fund ranks Samoa’s risk of debt distress as high. The falling debt ratio therefore sits alongside a continuing assessment of vulnerability.

Development assistance remains important. Lowy puts official development assistance at 12% of GDP and says annual official development finance disbursements averaged $176 million between 2008 and 2024. Australia, China, New Zealand, the World Bank and Japan were the largest development partners over that period.

The profile also records a Human Development Index score of 0.708, placing Samoa 122nd among 193 ranked countries. That adds a public development measure to the economic figures, although it does not reveal the circumstances of particular families.

The evidence supports a measured conclusion: Samoa has experienced strong recovery, but national growth alone cannot answer whether ordinary citizens feel financially secure. Establishing that would require household evidence that this profile does not supply.

[41

post-6924","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-australia
["GET
