Albania\u2019s housing debate extends beyond the price of buying an apartment. A Housing Europe account of a UNECE analysis identifies a shortage of affordable homes in areas experiencing strong growth, alongside deprivation in places experiencing decline. It also reports that social rental housing represents only about 0.1% of inhabited dwellings. That small share matters when considering what alternatives exist for households unable to secure suitable housing through the private market. According to the account, Albania\u2019s housing sector became dominated by private ownership following mass privatisation and informal construction in the 1990s. Many homes and other buildings were initially constructed illegally or in squatter areas. The analysis describes pressures that differ across the country. Growing areas need affordable housing, while declining areas face a different set of disadvantages. Its recommendations consequently go beyond constructing more homes: local governments need stronger expertise in construction standards, procurement, supervision and the management of financing from different sources. Housing Europe also highlights the demands created by the November 2019 earthquake. Its account says more than 200,000 people were affected directly or indirectly, with more than 11,000 housing units requiring reconstruction. This placed additional pressure on financial resources available to address housing needs. The proposed responses include a functioning housing allowance system with central government involvement, larger social rental development programmes and a strong nonprofit provider working with municipalities. Municipalities are also urged to maintain the quality and social mix of rental housing and avoid segregation. Mobilising privately owned homes through a Social Rental Agency model is another option identified. Does this establish that essential workers are being priced out of Albanian cities? The account supplies no occupation-specific wages, commuting evidence or worker experiences, so that conclusion would exceed its findings. What it does establish is a substantial policy challenge: affordable housing shortages in growing areas coexist with a very small social rental sector.
