The deal builds on Luxembourg’s existing strengths—particularly its AAA credit rating, €9 trillion in managed assets, and leadership in sustainable finance—while positioning Vietnam as an emerging hub for green financial transactions in Southeast Asia.

For Luxembourg, the partnership presents a strategic opportunity to increase long-term investments in Vietnam, particularly through alternative investment funds and the European Long-Term Investment Fund (ELTIF). The two sides have already identified Hanoi’s public transport and infrastructure as priority sectors for funding, with Luxembourg’s financial institutions poised to play a key role in mobilising private capital. Additionally, the agreement includes plans to strengthen the connection between the Vietnam Stock Exchange (VNX) and the Luxembourg Stock Exchange (LuxSE), facilitating dual listings and improved disclosure for green financial instruments. This could enhance Luxembourg’s access to ASEAN markets while leveraging its deep ties to the European financial ecosystem.

Vietnam, meanwhile, is seeking Luxembourg’s expertise in building a legal framework for green bonds, asset management, and Fintech regulation. The country aims to develop Ho Chi Minh City and Da Nang into regional green financial hubs, and the MoU includes commitments to human resource training, risk-based supervision, and AI-driven financial market management—areas where Luxembourg’s Central Bank, Financial Conduct Authority (CSSF), and European Investment Bank (EIB) have established global best practices.

The deal also includes a request from Vietnam for Luxembourg to advocate within the EU to accelerate the ratification of the Vietnam-EU Investment Protection Agreement (EVIPA), which could further stabilise cross-border investments. Minister Roth extended an invitation for Vietnamese officials to visit Luxembourg to study its stock exchange operations, regulatory models, and green finance ecosystem, reinforcing the practical aspects of the cooperation.

With Vietnam’s GDP growth at 9.01% in the first nine months of 2026 and FDI inflows at a five-year high, the financial ties between the two nations are timely. For Luxembourg, the agreement aligns with its broader strategy of expanding sustainable finance networks while tapping into Vietnam’s rapidly growing economy and infrastructure needs. The next steps will involve joint working groups, capacity-building initiatives, and pilot projects in green funding and digital financial services.

Fun fact: Luxembourg’s financial sector manages more assets than its GDP—a testament to its role as a global microcosm of wealth and investment flows. The new Vietnam partnership could further cement its position as a bridge between Europe and emerging markets in sustainable finance.

[1

post-5732","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-uncategorized
["GET
