Since the 1990s, the Grand Duchy has pioneered ‘preventive archaeology,’ a practice where excavations are conducted before construction begins to salvage historical sites threatened by urban growth.

The system is a response to Luxembourg’s booming population and infrastructure projects. In 1990, the National Roads Administration hired archaeologists to monitor major road constructions. When significant finds emerged—such as Roman ruins or medieval settlements—they halted work to excavate. These early efforts proved so successful that, in 2013, the government created the Service du suivi archéologique de l’aménagement du territoire (Department of Archaeological Monitoring of Land Development) to oversee such operations.

Legal protections are robust. Since 1966, all excavations require ministerial approval, and accidental discoveries during construction must be reported to the Centre national de recherche archéologique (CNRA). If a site is deemed historically significant, work can be paused entirely to allow for study. High-value finds may even be designated as ‘national monuments,’ granting them permanent legal protection.

The approach has yielded remarkable discoveries. In the early 1990s, trial-trenching during quarry expansions revealed well-preserved prehistoric settlements, while road projects uncovered Roman villas and medieval fortifications. Yet challenges remain. Luxembourg ratified the Valletta Convention (a European treaty on archaeological heritage) only in 2016, and as of 2021, no dedicated law governs preventive archaeology—leaving some projects in a legal grey area.

For the CNRA, the stakes are high. With one-third of Luxembourg’s land classified as ‘archaeologically sensitive,’ every new highway, housing development, or industrial zone risks erasing centuries of history. Their work ensures that Luxembourg’s past isn’t paved over—literally. As urban sprawl accelerates, these archaeologists race to uncover what lies beneath, one shovel at a time.

[1

post-5512","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-uncategorized
["GET
