Attorney General John Jeremie SC has presented a series of safeguards built into the Special Operations Bill 2026, telling the House of Representatives that the legislation includes checks intended to keep its powers reasonable and proportionate.<\/p>\n
Piloting the bill today, Jeremie walked lawmakers through provisions that touch on how police officers and Defence Force personnel would operate in designated districts. Clause 5.4 provides for their specialised training, while Clause 8 sets up what he described as an in-built system of accountability and reporting.<\/p>\n
Beyond internal reporting, the bill also establishes protocols and procedures that the Commissioner of Police and the Chief of Defence Staff must follow when guiding special operations and military assistance, covered under Clause 9. Parliament would have a direct oversight role through Clause 11.<\/p>\n
For residents caught inside cordons or curfews, Jeremie said Clauses 12 and 13 allow permits to be acquired despite those restrictions. The bill also includes limitations and protections for citizens during search and seizure. Under Clause 15(2), arrests or detentions in a closed area would be subject to judicial scrutiny, and Clause 21 makes provision for body-worn cameras during special operations in those areas.<\/p>\n
Jeremie said the safeguards are intended to ensure that the powers contained in the legislation are reasonable and proportionate. The bill was piloted in the House of Representatives as part of Trinidad and Tobago’s ongoing legislative response to crime.<\/p>\n
