The legislation came into effect on June 1, 2021.

Section 18A provides that a person commits an offence if he or she cruelly beats, ill-treats, starves, over-drives, overrides, overloads, abuses, tortures, neglects or otherwise maltreats an animal.

The consequences can be severe.

A person convicted under the provision can face a fine of TT$200,000 and imprisonment for five years on summary conviction.

The legislation represented a major shift in the country’s approach to animal welfare. Before the changes introduced in 2020, animal-cruelty penalties under older provisions of the Summary Offences Act were dramatically lower. Parliament subsequently strengthened the legal framework as concerns grew over the treatment of animals.

The law goes beyond deliberately beating or torturing an animal.

Animal owners and persons responsible for animals also have welfare obligations, including providing an appropriate diet, sufficient clean water, proper shelter and housing, veterinary treatment when necessary and humane care.

Despite the tougher legislation, enforcement remains an important part of the discussion.

Figures obtained by Newsday from the Trinidad and Tobago Police Service’s Crime and Problem Analysis Unit showed 33 animal-cruelty reports between January 2020 and May 16, 2025, resulting in four arrests and two convictions.

Those numbers have fuelled concerns among animal-welfare advocates that many incidents may never be formally reported.

The message contained in the legislation, however, is clear: mistreating an animal can have consequences extending far beyond criticism on social media.

What some may dismiss as abuse of “just an animal” could potentially become a criminal matter — with a conviction carrying a six-figure fine and years behind bars.

[62

post-3553","post","type-post","status-publish","format-standard","has-post-thumbnail","category-trinidad-and-tobago
["GET
